Most efficient way to repair the roofs in santuary hill is to build around the houses till you are above the roofs and then build a floor ontop of them. Sanctuary s settlers don t seem to be making much progress on fixing those houses. It also fixes an issue where houses might not register as repairable. It does require using the console though so pc only.
